From what I read, the discussion and debate is about conflating two different codepoint sets (assuming that they are possessing a 1:1 mapping) and, thereafter suggesting hacks that are practically inconsistent with the way the Bengali community would like this to be resolved (if this is indeed an issue with the Bengali codepoint range).
