You could give this command:
dmesg | more, and find out if there are eth0 or eth1 message contain error or
warning.
and try to do this command:
service network restart
and see the error message

# dmesg
I think RH9 should have recognized that cards.
Or you can try this command
# modprobe e100
# modprobe 8139too
