You receive this error while trying to print a report using Oracle Reports on
a Windows NT platform.
You are running the report to a file with DESTYPE=FILE. Sometimes the report
runs successfully, but sometimes the REP-1848 error occurs and an output file
of size 0 bytes is created.
The Oracle Reports error documentation states:
REP-1848 Failed while trying to begin printing.
Cause: This is an abnormal condition.
Action: For information, see "Abnormal Conditions".

Solution Description:

1. Check the permissions at the NT Level
-------------------------------------
REP-1848 can result from a permissions problem with one of the services
that the Oracle Tools are trying to use. Check that the Oracle directory
structures are setup with the EVERYONE right at the NT level.
2. FAT vs. NTFS file system
--------------------------------
The Oracle Tools (Reports, Forms, Graphics) are not supported on the
Windows NT file system (NTFS) until Developer/2000 Release 1.2 ( Oracle
Reports 2.5.4.0.8 ) and above.
If you are using Oracle Reports 2.5.2 or 2.5.3, use the FAT file system.
Make sure that any of the configuration files for Reports point to a FAT
filesystem, and not NTFS. You also need to be sure temporary files are
being directed to a FAT filesystem by setting the REPORTS25_TMP parameter
in your ORACLE.INI file to a directory in the FAT.

The File Allocation Table (FAT) is the file system used by the MS-DOS
