Dear mas Effendy, Coba tolong dicek lagi apakah service untuk listener sudah berjalan? Bisa di cek di Control Panel > Administrative Tools > Services kemudian cari OracleOraDb10g_home1TNSlistener, apakah status sudah dalam keadaan 'Start'.
