Insufficient Data....
But anyway,....
is it possible that the Hansen was asking starfleet permission 'after' the
Enterprise-D
encounter with the Borg?
There's many actions from starfleet command after this encounter, including
several
tactical training of the starships...

If you remember (the episode was the raven I think) it seems that voyager
manage to
acquire Data about the Hansen. One of the Data is about their plan to study
the Borg.
Even at that time, the Hansen was asking starfleet permission to do their
research but
starfleet didn't grant them because it is to dangerous. So they decided to
buy their own
ship and go. The impression that I get is at that time starfleet has already
know about
the presence of the Borg. So my question is stand still..
Or is it possible that starfleet is made aware about the Borg from the
finding in north
pole and they decided to make this matter classified?
