IOM Jakarta is looking for an Operations Assistant III according to the terms of reference below. Reference No : SVN/ID1/2008/009 Position Title : Operations Assistant III Classification : Employee, Grade 6 Type of contract : Special All Inclusive Duration contract : 3 months, with possibility of extension Duty Station : Jakarta General Functions Under the direct supervision of the National Operation Officer, the Operation Assistant III will be responsible for the care and maintenance of Irregular Migrants (IMs) in Indonesia, in particular, he/she will : 1. Responsible for the care and maintenance of IMs under IOM auspices in his area of responsibility and in strict compliance of the agreed IOM Operational Guidelines. 2. Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner. Basic services to be provided to IMs include adequate and appropriate food and water, acceptable accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counselling. 3. Visit Irregular Migrants and under take activities as indicated in the visit activity / work plan prepared in coordination with supervisor. 4. Provide venue either in IOM office or the hotel to discuss any issue raised in relation to the provision of basic services and other concerns deemed significant by Irregular Migrants. 5. Provide counselling to Irregular Migrants on their option to continued stay in Indonesia or Voluntary return to country of origin. 6. Prepare and submit reports of visit conducted to the Program Manager / National Operation Officer. 7. Coordinate with the Medical and Mental Health teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services, including psychosocial counselling. 8. Monitor the basic supplies to Irregular Migrants on agreed schedule. 9. Identify hotels within Jakarta that can provide sufficient services at reasonable prices and may be considered as places to accommodate Irregular Migrants. 10. Coordinate with Hotel owners and relevant hotel staffs to ensure that accommodation for Irregular Migrants are within the agreed standard. 11. Mediate between Irregular Migrants and hotel owners in cases of dispute and ensure that issues are properly settled. 12. Review and ensure that payments for hotels, other service providers and local authorities are correct and necessary. 13. Coordinate with local authorities on Irregular Migrants activities in area of responsibility. 14. Coordinate with national Operation Officer to arrange for transport for Irregular Migrants movements. 15. Provide escort assistance as required and ensure that specific duties as escort are carried out efficiently and effectively. Close coordination with National Operation Officer is necessary for this task. 16. Ensure that all relevant staff is informed of any change in Irregular Migrants status. 17. Coordinate with Operations assistant handling resettlement and Voluntary Repatriation on Refugees and Irregular Migrants movements to ensure accurate and up date Irregular migrants Statistics. 18. Assist National Operations officer to handle the new arrival of the migrants and to coordinate with the local authorities to arrange the security, food and lodging and purchase the basic needs for the migrants. 19. Assist the NOO to solve the problem in the fields. 20. Assist the NOO to coordinate with all head of sub offices in monitoring the migrants activities. 21. Provide monthly report of the activities to the National Operations Officer. 22. Supervise junior staffs at the Operations Unit in close coordination with NOO. 23. Assist the National Operations Officer for the training of extensions programme. 24. Undertake other duties that maybe assigned from time to time are commensurate to the position. Desirable Qualifications: Diploma in management, Economics, Political, social science or business and counselling. A university degree in any of these fields will be highly regarded. At least five years of experience in any of these fields, particularly in dealing with migrants and trainings. Effective organizational skill and ability to establish priorities and plans, ability to work under pressure and cope with deadlines. Proficient in computer applications. Good written and spoken communications skills, good interpersonal skills, high loyalty, ability to work in a multi - cultural environment and good working in team. Fluency in English and Bahasa Indonesia both oral and written.
