IOM Jakarta is looking for a National Program Officer, Labour 
Migration  according to the terms of reference below. Interested

General Functions:

Under the direct supervision of the Project Manager (PM) and the 
overall guidance of the Chief of Mission (CoM) the incumbent will 
conduct research and provide technical support for the 
implementation of IOM's project "Promoting Dialogue and Information 
sharing on labour migration between Indonesia and Malaysia, 
Singapore and the Middle East". In particular, s/he will:

1.      Assist the Project Manager with the day-to-day 
implementation of the project's operational, administrative and 
financial activities while overseeing the work of the project's 
Admin/Finance Assistant.
2.      Identify and conduct interviews with relevant ministries, 
agencies and organizations involved in migration to analyze the 
formal and informal working of policies governing migration and 
their effectiveness.    
3.      Serve as the lead researcher/drafter of a Research Report 
produced and disseminated which thoroughly incorporates 
recommendations of GoI authorities involved in the process through a 
Working Group. 
4.      Coordinate the project's study visits to 4 key destination 
countries including Malaysia, Singapore, Bahrain, and Kuwait in 
coordination with relevant IOM missions.
5.      Prepare for consultation workshops organized in Jakarta for 
policy makers, civil society, and other stakeholders.
6.      Plan and support final conference in Jakarta including 
participants from Indonesia and targeted labour destination 
countries, as well as a wider stakeholder audience involving 
Intergovernmental and International Organizations, civil society, 
employers and recruitment agencies.
7.      In coordination with the PM, liaise and coordinate with 
national and international agencies, provincial and local 
authorities, relevant organizations, and other units and projects 
within IOM to meet program objectives. 
8.      Ensure that all administrative and logistics arrangements 
for all project activities are carried out efficiently and 
effectively and that requests for payment due to service providers 
and local suppliers are accurate and necessary.
9.      Prepare and submit monthly project progress reports to the 
PM. Provide inputs to the progress narrative reports to be submitted 
to the donor, and any other reports and information materials as 
requested by the PM. 
10.     Undertake representational duties in project-related 
functions (workshops, seminars, coordination meetings, etc.) on 
behalf of PM, as required.
11.     As requested, provide inputs into the development of new 
project proposals.
12.     Undertake duty travel related to project implementation, 
monitoring, assessment and problem-solving, as requested.
13.     Perform such other duties as may be assigned.

Desirable qualifications

Advance university degree in social sciences or law, or equivalent 
experience. Prior specialization in migration issues with strong 
research background and analytical skills.

Three years of field level experience working with national, 
regional or international migration policies, conducting/drafting 
research using migration data and information collected through 
various interviews, study tours, etc. Strong experience working with 
Ministries and Governmental institutions and senior representatives 
in charge of labour migration policy and implementation would be a 
distinct advantage as well as previous experience working in an 
international organization. 

Ability to conceptualize and design research techniques and analyze 
complex practices and impacts covering a wide range of issues 
regarding migration and labour policies. Proven ability to carry out 
policy-oriented research on migration issues and to understand inter 
and intra governmental interactions in the area of migration. 
Ability to prepare research and publications of a high quality and 
technically sound with conclusions that are relevant for Indonesia 
and the region.

Good knowledge of labour migration issues and the questions of 
national and international migration. Knowledge of Indonesia and 
major destination countries for migrant workers is a distinct asset. 
Excellent writing and analysis skills; Good interpersonal and 
communications skills. Proven ability to work independently. 
Personal commitment, efficiency and drive for results. Ability to 
work in multicultural groups. Proven ability to work in a team.

Fluent in English and Bahasa Indonesia.
