OBJECTIVES OF THE PROGRAMME : To promote the development of national human
resources for health policy and planning in the context of SouthEast Asia
Regional strategic framework on human resource for health to acquire
adequate, competent and motivated health care workers in all categories
and to improve the distribution and the skill mix necessary for good
quality service delivery; to provide support to strengthen the quality of
education and training programmes and institutions to ensure that health
personnel possess the technical, and managerial competence and leadership
necessary for good governance and to perform optimally; and to guide and
strengthen and support Ministry of Health in human resources planning and
management.
Description of duties: Under the direct supervision of WHO Representative
and with broad guidance of Director, Health Systems Development (HSD), the
incumbent as a specialist contributes to the promotion of human resources
for health within and beyond the organization and across other WHO
technical programmes. Builds partnerships with other UN agencies, NGOs,
bilateral, multilateral and multisectoral agencies at the national and
international levels are necessary for resource sharing, experience learnt
and resource mobilization. Takes initiative and innovatively manages and
implements a broad range of activities at the national, regional and
international levels.
(1) Provides technical advice to support the government and national
authorities in policy development,planning, implementation and management
of human resources for health, taking into account the decentralised
health services;
(2) Strengthens leadership roles and managerial skills of health managers
at all levels and supports leadershiptraining initiatives at the district
health office level and in health facilities to promote good governance;
(3) Provides technical support to national authorities in an effort to
strengthen human resources through:appropriate training, recruitment and
selection procedures; addressing issues of staff retention and motivation;
developing and/or strengthening information management systems on human
resource for health and their utilization; and promoting and enhancing
intersectoral collaboration among stakeholders;
(4) Supports national policy to implement the 'Clinical Performance
Development Management System' indistricts across Indonesia;
(5) Collaborates with educational institutions and other stakeholders and
donors in improving the quality andstandards in preservice education and
inservice training of the health workforce; and
(6) Updates and maintains website information in the area of
specialization; and perform other related duties asmay be assigned.

Education: Medical degree with a postgraduate degree in public health with
major in human resources management and education or related field.
Desirable: Specialization in public policy and public sector management.

Skills: Extensive knowledge of human resources management theories and
principles. Skills in health services management, policy development,
human resources development and management and education and training.
Excellent verbal and written communication skills. Ability to work
harmoniously as a member of a team in diverse developingcountry settings.
Knowledge of WHO programmes and policies highly desirable.

Competencies: 1) Producing results; 2) Respecting and promoting individual
and cultural differences; 3) Communicating in a credible and effective
way; 4) Fostering integration and teamwork; and 5) Building and promoting
partnerships across the Organization and beyond.
Experience: Five to ten years of national experience including three years
of international experience or five years of international experience.
Desirable: Work experience in one or more developing countries.
Considerable UN human resources experience would be an advantage.
Languages: Excellent knowledge of written and spoken English. Knowledge of
other UN languages and knowledge of local language desirable.
Other skills (e.g. IT): Skills in using standard modern computer software.

Annual salary: (Net of tax) Post Adjustment: 35.5 % of the above
figure(s). This US$ 61,834 at single rate percentage is to be considered
as indicative since US$ 66,401 with primary dependants variations may
occur each month either upwards or
downwards due to currency exchange rate fluctuations or inflation.
