No.: I 08 069 Background Following the successful completion of nearly all recovery and reconstruction activities following the devastation of the Indian Ocean tsunami in 2004, the Indonesia Country Program is reorienting its focus to development programs through partnerships in the sectors of health, disaster risk reduction (DRR), and water and sanitation on the island of Sumatra. The three program sectors are currently active in the north of the island and DRR activities will be expanding to the central and southern regions. Since 2005, CRS Indonesia has developed close relationships with two newly formed diocesan Caritas partners as part of beginning a nationwide DRR and emergency response network, with additional partners added to the network over time through capacity building activities. An extensive child survival health program has been operating in three field offices for the past two years in the north of the island and will continue operations until 2010, working closely with the Department of Health and numerous local communities. communities. Primary Responsibilities Provide leadership, guidance and coordination to all programs and program support operations in each and among all the Sumatra sub-offices (Medan, Meulaboh, Blang Pidie and Singkil). Ensure that necessary staff and systems are in place to develop and implement quality programs with high levels of accountability both in terms of program activities and program support functions, including strengthening program support systems, as necessary. Close out remaining construction projects. Oversee implementation of the Aceh Community-Based Primary Health Program, operating in three health districts. Oversee the working relationships with selected dioceses in Sumatra and various Caritas organizations as concerns the DRR / emergency response network program. Develop and maintain excellent working relationships with key actors and represent the interests of CRS to the broader community. Specific Duties 1. Supervise and provide oversight and support to program and program support managers to plan and implement strategies successfully. The FOD will be expected to contribute to the management of programs in the field in close collaboration with the program managers together with program support managers. 2. Strengthen program support systems, as necessary, and actively promote good communication within the Sumatra sub-offices; promote the coordination and collaboration with other CRS Indonesia offices, particularly among those in Sumatra, as concerns program support functions, systems and procedures. 3. Ensure compliance with CRS policies and procedures for finance, HR, and general administration; remain diligent with regard to managing risk and liability to the agency; 4. Supervise construction program engineer to monitor and close out remaining construction projects, including the final payment process (retention). 5. Finalize the records and archiving process for final close out of the recovery program. 6. Work with supervisors and HR staff to assure that all staff adhere to and are subject to proper work place standards as per HR policies. Monitor compliance with Indonesia labor code and the CRS/ID HR Manual. 7. In coordination with the Country Representative, assure representation of CRS and coordination of CRS programs at the various levels within government and other key humanitarian actors and stakeholders in the field. 8. Liaise continuously with the Country Representative to be current on CRS positions on issues concerning Sumatra program activities, and work closely with the managers and field staff in Sumatra to ensure a cohesive and common vision and effective implementation of program strategy. 9. Report regularly to the Country Representative information relating to ongoing or planned program activities; propose amendments and/or recommend actions necessary to implement projects as proposed and/or planned in project documents and signed contracts. Monitor project budgets and financial record keeping. Assist project supervisors with financial and other record keeping and reporting as requested by supervisor. 10. Ensure that cross-cutting themes such as the peace and justice approach, gender and capacity building are integrated into work plans. 11. Assure that the M&E system is functioning and data is being collected and used as part of the project monitoring process. Ensure quality reports are submitted on a timely basis. 12. Develop and maintain excellent working relationships with participating Caritas organizations. Actively support collaboration among Caritas organizations at the operational level in the implementation of the DRR and emergency response network and related activities. 13. Monitor the ongoing security environment with the Country Representative where CRS programs are impacted, and within the context of the overall security situation in Indonesia. Contribute to the development of proactive and responsive policies to protect CRS staff, assets and programs in the field, including input to the regular vision of the FSP (Field Security Plan). Assure that the Field Security Plan is updated and that staff are knowledgeable about it and understand their roles and responsibilities. Supervisory responsibilities As the construction programs wind down the number of international and national staff in the four Sumatra offices is progressively declining. The total number of national and international staff in the four Sumatra sub-offices is expected to plateau at 100+, most of whom will be directly involved in the health program. The Sumatra FOD will directly supervise the Health Program Manager, the Health Program Advisor and the Head of Program Support, all of whom are international staff. Qualifications 1. Master's degree in international development, non-profit management or related fields 2. Five years of field-based experience managing staff and programs, particularly in complex emergencies and insecure environments 3. Knowledge of CRS management and program principles. 4. Working knowledge Church and Caritas' structures; field-based experience working with local and northern Caritas organizations 5. Demonstrated qualities of leadership, sensitivity to cultural setting, communication skills, commitment and good judgment. 6. Effective planning and Organization Skills 7. Ability and willingness to travel frequently to field offices 8. Demonstrated skills in short and long term planning and program management 9. Experience in dealing with donors 10. Fluency in English required, fluency in Bahasa Indonesia desirable 11.
