Dear Adriano, As far as I understand, your problem is that the Velthuis “font”<https://ctan.org/tex-archive/language/devanagari/velthuis/?lang=en> does not exist as a ttf or otf font, which would indeed be usable across platforms like other such fonts, but rather it is a metafont<https://en.wikipedia.org/wiki/Metafont> native to the TeX environment, and can only be used in TeX.
