THE UN SECRETARY GENERAL DR KOFI ANNAN C/O AMBASSADOR JAMSHEED MARKER THE UNITED NATIONS Dear Mr Secretary General, We all know that Mr Alatas wants Ambassador Marker to invent a face- saving device which is an alternative to voting since his idea of oligarchic consultation is acceptable to no one. I don't think even God can create such an alternative to voting because conceivably there could be none. If you believe this is Mr Alatas gimmick to buy time and drag on the Tripart- ite until August unnecessarily when we are supposed to have a new elected regime which has legitimacy unlike the present one represented by the Indo- nesian Foreign Minister, I would say that he is doing it at the expense of the 130 million poor, 40 million unemployed and 10 million hunger oedema Indonesians. We need every single penny to buy basic food while Mr Alatas and his staff are wasting it by protracting the negotiations unnecessarily, only to antici- pate the impossible to happen at the same time avoiding responsibility to finalize the agreement to be presented to the next legitimate regime. I am 70 years of age but may be I was born yesterday in international politics, but it is world-wide known that the autonomy had been given a chance and has been overwhelmed by the independence option invented and marketted by Jakarta so that negotiating the details of a dying idea is totally a waste of time and energy we need so much to overcome many more world crisis on your desk. President Habibie has set the deadline of 10 months from now because he was not informed about the situation in the Tripartite, thereby giving time to Mr Alatas or his staff to fillibuster not until August but until the end of this year when both of them will be long gone but the extravaganza of spending the needless foreign exchange needed to feed our people will continue unneces- sarily. I know this is none of your concern, but I appeal to you to consider it. In the meantime, bloodshed is being aggravated by the new supply of guns to the militia to stop the euphoria for independence which I know for sure as former independence fighter myself, is unstoppable. Attached hereby is the copy of my article to give you an idea of what Mr Alatas is capable to be doing for his own ends. I apologize for bothering you again and thank you for reading my letters.
