Finnegan: His Master's Voice

Jawa Post, 25/1/99:  Bebagaimana diberitakan, pekan lalu Wiranto
berinisiatif menengahi kebuntuan dalam pembahasan RUU Politik dengan
mengundang seluruh pemimpin parpol dan ketua fraksi DPR ditambah dengan
Mendagri Syarwan Hamid. Pertemuan yang awalnya oleh Wiranto dirahasiakan
itu tercium wartawan  ....................  Menhankam/Pangab Jenderal
TNI Wiranto terus melakukan manuver politik. Setelah   turun tangan
menengahi kebuntuan pembahasan RUU Politik, tadi malam ia berhasil
mengumpulkan empat tokoh Ciganjur plus cendikiawan muslim Prof Dr
Nurcholish  Madjid .

The more they change, the more they stay the same. So Indonesia has a
new President of military origin. BJ Habibie? Sorry, BJ Who? Sometimes,
i often wonder why they bother to carry on with all the pretends and
treat us like idiot. Wiranto and ABRI runs Indonesia and always will
be.  So, for Indonesia's sake, do away with all these rubbish about
reformasi, free election, building a democratic and just society etc
etc. and just declare Wiranto the new President. At least that will give
Indonesia another 30 years or so of relative peace before the final
eruption and total dis-integration. Roll your last dice guys. Why?
Because basically the Indonesians are pathetic people.

I wrote this piece below back in March 1998 (it seems like an eternity
now), it was back in time when Suharto was still the President and at a
time when NO ONE dared to utter a word about ABRI and its DwiFungsi. My
message was valid then, and it is more valid than ever. Now you get what
I mean by "The more they change, the more they stay the same".

"Jakarta, Kompas Online, Thursday, 19 March 1998: "No Compromise for
Radical Groups. The military (ABRI) commander General Wiranto clarified
that his side will take a clear stance without compromise towards
various movements by radical groups which wanted to enforce their wish
dramatically, revolutionary and destructively. Nevertheless,
persuasive-dialogic-educative methods will continuously be put forward
in facing each problem."

My advice to Gen. Wiranto is to read the history books again and again.
History tells us that "when the PEOPLE demand political, social and
economic changes, no amount of military might, power and oppression can
stop it. It is a matter of WHEN not IF". The people has to decide on
"how" to achieve these changes.

Dwi-Fungsi. Indonesia has always been under military rule since
Independence. This is the fact the Indonesian people must face and
confront soon. My view is that the doctrine of "Dwi-Fungsi" for the Arms
Forces has not been greatly beneficial to the Indonesian Nation. I would
go for the 20/80 rule. It has been 20% beneficial and 80% not. It is now
an irrelevant doctrine for the next century. It has turned Indonesia
into a submissive nation. Collectively the people has lost the ability
to think and take accountable action themselves.As an institution, the
Arms Forces has lost sight of what "Dwi-Fungsi" is all about. The other
side of the "Dwi" is basically: "I can do anything as I like, especially
making money". I cannot think of any other countries in the World that
have such a doctrine. There are a lot of military regimes, but none has
such a doctrine. No wonder Indonesia is in such as a mess.

The Lesson of Vietnam War. What we are hearing and seeing now is the
People are demanding political, social and economic changes. If this is
really the case, they will get it. No amount of military might can stop
it. Gen. Wiranto should study again the lessons of the Vietnam War.
Unless, I am completely wrong about the Indonesian people. If so, they
deserve what they get. There is no good of praying to God to salvage the
nation, God only help those who help themselves.
