As to the situation in East Timor, Ramos Horta said that a free and fair ballot could not be held at the present time, but the suitable conditions can be created in a month or two years because there are people of goodwill in this country. He expressed the hope that President Habibie and Defence Minister/TNI Commander General Wiranto would help the East Timorese create the conditions for a peaceful settlement of the problem. Gone are the bitter feelings which for 24 years have underlined the relationship between Horta and Indonesia. It is hope that his arrival will the atmosphere in the run up to the referendum set for August. At a press conference, M Jamsheed Marker, special assistant to UN Secretary Kofi Annan, said the situation has greatly improved and has given him confidence that the referendum could be held in a peaceful atmosphere.
