ANTARA, JULY 6 1999

E. Timor: Downer Praises Wiranto-CNRT Leaders Meeting

Canberra, July 6 (ANTARA)- Australian Foreign Minister Alexander
Downer appreciates the meeting between Chief of the Indonesian
Armed Forces (TNI), Gen. Wiranto, and anti-integrationists
leaders.

"The meeting is good news and Australia supports it," Downer said
here, Tuesday.

Four leaders of the East Timor National Council for Resistance
(CNRT) namely jailed CNRT President Jose Alexandre "Xanana"
Gusmao, Ramos Horta, Mari Alkatiri and Joao Carasscalao met with
Wiranto on Monday after meeting previously on Sunday with Foreign
Affairs Minister, Ali Alatas.

The Monday meeting focused on the security situation in East Timor
toward the UN-administered vote for East Timor's self
determination.

An analyst of the Griffith University in Brisbane, Dr. Gerry van
Klinken, told ANTARA that the meeting between high-ranking
military officials with anti-integrationist leaders is a key
factor to reducing tension in East Timor.

The reconciliation talk Dare II is an important meeting, but the
key is still negotiation between the pro-independence grouping
with high ranking military officials and the Indonesian
government, van Klinken who, is also a lecturer in the Faculty of
Asia Study, said.

Meanwhile, Downer said Australia has urged Indonesia to increase
its security personnel to secure the territory.

Indonesia is charged with providing security for the August ballot
on either independence or wide-ranging autonomy for the territory
of about 800.000 people.

Downer said Australia has urged the UN to continue the preparation
process for August's popular consultation, although it is possible
for further clash between pro and anti-integrationist groups.

Australian Ambassador to Indonesia, John McCarthy has also met
with military officials in East Timor including the former Chief
of Armed Forces Intelligent Agency (BIA), Maj. Gen Zaky Anwar
Makarim, to express Australia's concern on the Liquisa attack.

Downer explained Australia's position to the UN Secretary General's
special envoy on East Timor, Jamsheed Marker in their meeting in
Canberra late Monday.

"We will urge (the UN) to continue the process toward the
consultation for East Timor following the attack in Liquica
against the UN mission personnel on Sunday.

Marker said, not all places in East Timor are not secure, for
example in Baucau and Dili.

"We have the guarantee from the TNI chief on the security
personnel there," Marker said.
