He said he was not confident of a fair and independent vote next month without the disarming of Indonesian militia who were continuing their campaign of threats and intimidation. "If the Indonesian army doesn't arrest the militia leaders responsible for crimes in East Timor , if they do not disarm the militias, if the Indonesian army does not withdraw, then the dilemma rests with the United Nations whether to proceed with the vote," he told reporters before his address to the Australian Institute of International Affairs in Brisbane. Ramos-Horta said UN Secretary-General Kofi Annan may have to ask the UN security council for a peace-keeping force in the province. He said the arming of UN representatives had not been ruled out. "Judging by the conditions on the ground in East Timor at the moment, I am not confident (of a fair vote)," he said. "The vote will eventually take place because Indonesia simply cannot continue to challenge the international community."
