E Timor: Voter Registration Period Not To Be Extended

Dili, E Timor, July 29 (ANTARA)- Although UN Secretary General
Kofi Annan has decided to postpone the ballot on East Timor's
future from August 8 to August 30, the period for registration
of voters will noted be extended, a UN spokesman said here
Thursday.

"The registration period has been set to last 20 days, namely
from July 16 to August 4, 1999, and will not be prolonged",
Yasuhiro Ueki, deputy chief spokesman of the UN Mission in East
Timor (UNAMET), told the press.

Ueki also read the letter the UN chief had conveyed to the UN
Security Council on the schedule for the East Timor people's
consultation on Thursday evening in New York.

Apart from the registration period from July 16 through August
4, the schedule also included a 6-day documentation period (Aug
5-10), a 17-day campaign period (Aug 11-27) and a 2-day cooling-
down period (Aug 28-29).

Asked about the security problem during the whole problem
process, he said UNAMET was continuously observing it and
whatever was observed would take in due account in the
formulation of a code of conduct for the campaigning activities.

The code was currently still in the making, he said.

The UNAMET's civilian police would make suggestions to the
Indonesian police on how to anticipate various kinds of possible
forms of violence. The Indonesian police was solely responsible
for the maintenance of security.

In relation to the code of conduct, it was hoped the two rival
camps in East Timor (the pro-integration and pro-independence
groups) could arrive at an accord to do their campaigning in a
fair and safe manner. To this end the UNAMET would ask the two
camps to be prepared to hold a dialouge.

Both camps were also expected to be able to determine the same
level of playing field, so that they could each do their
campaigning freely.
