E Timor: INDONESIAN PROTEST TO BE SENT TO UN - ALATAS

Jakarta, Oct 12 (ANTARA)-The Indonesian government will submit its
protest to the United Nations following the UN-backed troops which
attacked an Indonesian post in the border area of East Nusa
Tenggara.

"Please understand that the protest will be sent to the UN, not to
the Australian government which leads the International Force for
East Timor (Interfet)," Foreign Affair Minister Ali Alatas said
before a cabinet meeting here Tuesday.

He clarified media reports saying that Indonesia will send protest
against Australia.

The Interfet troops clashed with Indonesian forces when they
mounted raid on an Indonesian police post in East Nusa Tenggara
area which shares border with East Timor, leaving one Indonesian
policeman killed and two wounded.

Alatas further said that he believed Interfet is facing
difficulties in restoring peace and order in East Timor. He cited
the disarmament process as one of difficulties.

"Disarmament is not a simple issue," he said.

Alatas said the process should be implemented gradually and
involved the two conflicting parties.

The pro-independence military wing Falintil refused to lay down
its weapons.

Interfet has killed three militiamen inthe past week. Its mandate
allows it to shoot or kill to restore order in to East Timor, but
not across the border.
