MILY OBSERVER : "DON'T MAKE RI SCAPE GOAT FOR UNREST IN E TIMOR"

Jakarta, Jan 24 (ANTARA) - An Indonesian military observer on
Monday warned political elitists in East Timor not to constantly
put blame on Indonesia for any social-economy problems arising in
the territory after the UN-administered ballot.

"Australia and the United Nations have made overwhelmed bay a
host of problems in East Timor and the local political elitists
always put the blame on Indonesia," Salim Said told ANTARA.

"East Timor was the world's most backward and long-standing
colony. Hence, if Indonesia is considered wrong, the mistake is
simply because Indonesia had integrated East Timor into its
territory," he said.

He was commenting on the attitude of East Timorese political
elitists, Portugal and Australia that tended to make Indonesia a
scapegoat for unrest with social-economy undertones that have
been escalating  in East Timor, which seceded from the Republic
of Indonesia last October.

Reports carried by the Western media said socio-economy unrest
was becoming daily occurrences of the streets of East Timor's
Baukau, Los Palos and Dili after the International Force for East
Timor (Interfet) and the United Nations Transitional (UNTAET)
took over the responsibility for East Timor's security.

Late last Wednesday (Jan 19) afternoon Kenyan Interfet troops
fired shots into the air in an attempt to break up hundreds of
people throwing stones at each other in a neighbourhood  clash,
Australian Broadcasting Corporation said.

The origin of the dispute are confused, ranging from allegations
that the Falintil guerillas were inciting the violence to
suggestions that former militia members may have been in the
crowd.

East Timor leader Xanana Gusmao and Falintil's deputy commander
Taur Matan Ruak were forced to attend the scene  to calm the mob.

Said made it clear that the East Timor's integration into
Indonesia in 1975 was particularly motivated by the interests of
Western countries led by the United States, and a handful of
local figures who looked forward to integration, thus making a
bloodshed inevitable at that time.

"The comments are an exaggeration. They do want to see the fact
and history. East Timor's integration into Indonesia had brought
about significant changes. How many senior high school buildings
and public utilities were build by the Indonesian government
there?" he said.

But  not all the economic development activities carried out by
Indonesia had changed East Timorese people's stand on Indonesia,
he said.

Meanwhile, the Portuguese news agency LUSA reported Xanana
Gusmao, reacting to the sacking that the "violent character" of
many Timorese youth must be change rapidly.
