Congress mandated that the Software Technology for Adaptable Reliable
Systems(STARS) program create a "National Software Technology
Repository". The Defense Advanced Research Projects Agency(DARPA)
responded by creating the Asset Source for Software Engineering
Technology(ASSET) project and awarding it in January 1991. ASSET is
intended to provide a focal point for software reuse within the United
States. This will be achieved through a distributed network of reuse
libraries utilizing AFS.~
