After a reboot, klog takes progressively longer (in CPU time) as time
goes on.

The normal situation is:

tiger> /bin/time klog rick
Password:
        6.8 real         1.0 user         1.2 sys  
tiger> 

On one of our hosts currently:
lynx# uptime
  2:11pm  up 41 days,  3:31,  4 users,  load average: 0.47, 0.71, 0.86
lynx# /bin/time klog rick
Password:
       11.8 real         0.8 user         6.0 sys  
lynx#

This begins to get quite debilitating after a while.  This host
performs a number of important server functions and periodically
rebooting it is not an acceptable option.

I have tried to get this problem resolved before.  At the time, the
suggestion was to try AFS 3.3a.  Now we are using 3.3a and the problem
is still there.
