Thanks for your help.
I tried setting the -T argument to no effect on my NT client, seemed to be
ignored because I tried setting it to a nonexistent dir (e:\xx) and it didn't
notice. The docs aren't clear whether this is a server or client temp location.
WINCVS does not seem to have a way to change this, assuming that it matters.
I going to try a UNIX client.

I belive CVS uses /tmp , and can fail if it is filled up. If memory serves me,
there's a way to set an enviroment variable to point out a different location.
Check the docs.
