Might it be that you are using an environment where the DISPLAY variable is not set?
You are not providing a commit message on the command line which will cause CVS to
attempt to open an editor. If your editor is X-based and DISPLAY is not set or is set
to an Xhost that is denying access, you would get this or a similar message. If you
use "-m <message>" and the symptom goes away, this would be your problem.
