This depends on what you mean by browsing a CVS tree?
If you are looking for a graphical user interface, then there are
several out there, incl. Web frontends for read-only browsing. Have a
look at
http://www.loria.fr/~molli/cvs-index.html
There is a big list with tools for CVS.
If you are looking for a way to browse through the available projects in
a repository, the only way is to define the appropriately in the
CVSROOT/modules file.
