Yes:
cvs -q

but it'll affect ALL subcommands.  I know of no way to do something like:
cvs -Q rel -d

within .cvsrc.

In .cvsrc I can put things like:

diff -u
log -N

etc. to set up default switches for various subcommands.

Is there a way to set a default -q (the global cvs -q xxx) option in
.cvsrc?
