I think the history file keeps this kind of information.  Try

  cvs history -T -a

to list the times tags were created by any users.  The listing does not
show the year, just date and time, but I believe the year is in the history
record waiting for someone to write the code to print it out.  More
information available in the manuals and from 'cvs -H history'.
