Don't know what you're doing differently, but '-f' was enough for me.
In fact, I didn't have to change anything at all after the RedHat 7
install converted my inetd.conf. The text of my
/etc/xinetd.d/cvspserver:
# Converted by inetdconvert
service cvspserver
{
socket_type = stream
protocol = tcp
wait = no
user = root
server = /usr/bin/cvs
server_args = -f --allow-root=/usr/lib/cvs
disable = no
}
