RCVS was setup due to the stagnation of CVS development.  It was branched off of
CVS-1.10.8.

Now that CVS development has started again, there probably won't be too much
activity at RCVS.  However, some of the patches contributed to RC VS (eg the
"reserved" locks patches) have not been introduced into CVS.  So, if you want
those patches, you'll have to install them yourself.  This shouldn't be too
difficult:
Start with a copy of cvs-1.10.8.  Import this into a CVS repository.  Install
the patches (man patch for more info).  Check them in.  Import the latest
version of CVS.  Perform a merge.

I haven't done this myself so the steps above may be a bit flaky.
