I forgot a couple of steps.  

1)  Make sure that everyone who has a copy checked out of the module
checks in all their changes.  Once you have done the move make everyone
recheckout the repository from the new location...

OR

2)  Reparent the Root and Repository information in each and every CVS
directory in people's sandboxes...
