enforcing log message and tag naming rules

Hi all

How can I ensure that everyone enters a log message while checking 
in, else deny commit.
How can I enforce tag naming rules?
I know that we should use taginfo and loginfo for this but how 
exactly to do this?Is anyone aware of any scripts to do this?Where 
can I find any scripts to do this?

Every help is appreciated.
