Not true. If you set the LockDir option in $CVSROOT/CVSROOT/config to some
directory everyone has write permissions to, users only need read permissions
in $CVSROOT itself to perform checkouts. With the exception of
$CVSROOT/CVSROOT/history, if you want the history updated, and maybe
$CVSROOT/CVSROOT/val-tags.
