In the modules file you can do things like:
# set up the inner most modules
level3a level3a
level3b level3b
# level2a also contains the level3 modules
level2a level2a &level3a &level3b
level2b level2b
# level1 also contains the level2 modules, which contain the level3
modules
level1 level1 &level2a &level2b
