CVS is licensed under the terms of the GPL

It means that you can use CVS any way you want w/o paying for it,
regardless of who you are, but if you distribute a modified version, you
must make the source code modifications publicly available. This license
has no effect on the source code you use CVS to manage, only on the
source for CVS itself.
