Of course!

It's part of the main source archive.  Download that and you have the
manual (and associated documentation, such as Berliner's CVS-II paper,
the manual page, and various other notes, etc.).

If I'm not mistaken there's a pre-build set of "*.info*" files for the
manual in the distribution.  You'll need the GNU "info" hypertext
browser program (from the GNU Texinfo distribution) to access them in
any logical manner though.

I think the on-line manual is really only for on-line reference use.

Not everyone's "on-line" though  :-)
