The modem connection is so slow as to make occasional updates / checkins impractical?
Recall that you needn't be attached (online) to work on your sources - only to engage
the remote repository.
So long as you have two distinct repositories, no amount of importing & updating will
sync the version numbers on its own. You are in need of something additional to sync
them, else abandon the notion of using
two repositories. Check this: http://cvshome.org/docs/infomultisite.html for a
fairly good discussion of the topic, including links to some potentially useful tools.
What about simply doing a checkout from work (while attached to the network and you
can access the repository) and then "sneaker ware" it back & forth once or so a week
to update. This may seem primitive at
first read, but may well be the best "cost / benefit" solution for your case.
