This means that the CVS call isn't getting to CVS, but
is being bounced by xinetd. I believe Red Hat provides
documentation for xinetd which can be easily adapted to
CVS.
This isn't a CVS problem, but a networking one. The
proper xinetd configuration can be found in the CVS
mailing list archives, given a search, and that's the
limit of CVS involvement.
Are you sure that you restarted xinetd after changing
the .conf file? I did a "shutdown -r now" to restart it.
There's better ways, but I knew that one would work.
