I remember experiencing this problem when our web server was moved to a
different machine. The solution was to make sure that all the rcs tools
are installed/available (specifically, rlog and rcsdiff).
I think we also had to re-compile our rcsdiff to use the correct version
of diff. (rcsdiff makes use of the diff program, and expects diff to be
able to produce unified diff formats)
