RCS is being maintained and it is still very very very widely used.

Well, some of us rely both directly and indirectly on the fact that CVS
uses RCS for the underlying repository structure. Any incompatability
would force us to revert to a compatible version again.

almost anything's possible in theory -- but it's the sane, pragmatic,
productive things that we're concerned with here.....
