If you mean what I think you mean, CVS can share files among modules,
but only at directory granularity.  In other words:  in a checked-out
sandbox, all the files in any one directory MUST come from a single
directory in the repository.

If your previous setup mixed the shared files, you have a reorganization
job to do before switching to CVS.
