In case you are still looking for a solution to your problem,
it seems that it was caused by wincvs 1.3b7.
I was having exactly the same trouble as you, and then I tried  1.3b6
and everything works great!!.

Next time that someone tells you to email personally to you the solution
remind them about the benefits of forums, newsgroups, etc etc.
