Hi, 
The solution for the NT users to the "locally modified files after
checkout" problem is as follows:
1) Open Control Panel->Date/Time 
2) Click the Time Zone Tab.
3) Clear the "Automatically adjust clock for daylight saving changes"
checkbox.
4) After clearing, your time may be offset by 1 hour. Correct the time
according to your watch (by clicking Date&Time tab and adjust the
clock setting there).
5) Then go to WinCVS and do a checkout. It should work properly. 

Note. With this solution, you'll have to manually adjust your Windows
clock every daylighy saving change, which is twice a year. This is
acceptable for us until we have a fix for this.
