There are a number of other reasons this can happen: - -r on the command line - .cvsrc (or perhaps other cvsrc'ish files?) - CVSREAD environment variable - some global option in CVSROOT/config, I think

The value is *ignored*; the mere fact that CVSREAD is present in the environment at all is what matters.
