I downloaded WinCVS 1.3B8 today, and it has a command-line cvs whose --version output is Concurrent Versions System (CVSNT) 1.11.1.3 (Build 57a) (client/server) This version does not exhibit the problem. Although this is older than the current 1.11.2 that has the problem, it is much newer than the old 1.11 I had. So, if you want to move somewhat forward, you can at least go to 1.11.1.3.
