This question has been asked four or five times in the past month (once by
me), with no response from anyone. I almost never see a post completely
ignored by the list, but this one has been ignored every time, so apparently
there's something magical about this question.

The only thing I've been able to find is that the 1.11.1.3 command-line
version that comes with the 1.3B8 version of WinCVS doesn't exhibit this
problem. You can find it on http://cvsgui.sourceforge.net/download.html.
After you install WinCVS, just copy the cvs.exe and delete the rest of
WinCVS.
