Where is your repository?

If it is on a server (which it should be) the CVSROOT should look like
this:
        [:<protocol>:[user@]host:]/path/to/repository

For example:
        :pserver:at@LinuxBox:/cvs/repo  - on a unix server
        :sspi:WinBox:/cvs/repo                  - on a Windows server
        :local:c:/cvs/repo                      - on a local drive
