That's definitely symptomatic of some kind of network problem, but not "incompatible" NICs, there really isn't such a thing. Since you don't seem to have any problem communicating with other systems from your W2K system and other people don't seem to have any problem communicating with the CVS server, the problem is almost certainly in the network itself somewhere between you and the CVS server.
