I would be astonished if this were true. You'd have to replicate /bin, /usr/bin, /etc, /lib, /usr/lib, /etc, /usr/local, /include, /usr/include, /dev, and a whole lot of other stuff to make it work at all. And even then, stuff like ps still won't work properly.
