ssh-agent should be setting environment variables and creating a socket for communication with ssh-add and ssh itself. If ssh-agent fails to get the environment set up so that it may communicate with ssh-add, then this is a problem you need to track down with the person who installed your OpenSSH or with openssh folks themselves.
