Not a clue :-(

But here are some things you can try to get more info:
  - run the client with (global) -t to get a debugging trace

  - define the CVS_CLIENT_LOG environment variable, to
    get a complete dump of the network conversation

These are for the canonical "cvs" program, but I'm guessing
they'll work in CVSNT as well.  Probably not in the other
clients.  See the manual for details on both of these.
