Tags by themselves are very cheap. Branches, on the other hand, can be expensive, since the farther a revision is from the head of the trunk, the more diffs have to be applied to generate it. If you're actively using lots of revisions that are far removed from the head of the trunk, that could explain your performance problems. Of course, the real way to tell is to take some measurements and analyze them to determine the overt cause of the problems: is it excessive I/O, CPU utilization, network latency, or what?
