Is this the point where the delay occurs? If so, most likely you've got a machine without a proper reverse DNS entry and an inetd/xinetd configured to do name lookups on clients. Either fix your DNS or reconfigure your inetd not to do the lookups. See the documentation for your Linux distribution for details on how to dot this.
